（中央社記者王鴻國新北市11日電）行政院長張善政今天表示，開放Apple Pay等各國際行動支付，彈性使用國內TSP業者及國際信用卡TSP交易，但要求境內清算。

張善政、新北市長朱立倫今天到石門視察「德翔台北」貨櫃船岸際油汙清除的情形，媒體詢及Apple Pay開放問題時，張善政證實出門視察前才批准。

張善政表示，開放Apple Pay的案子才送到行政院兩三天，相關徵詢會議就開了4次，經徵詢陳沖、曾銘宗、彭准南等財經首長專家及業者，才同意批准ApplePay等各國際行動支付一起開放。

他表示，可彈性使用國內TSP業者及國際信用卡TSP交易。不限由國內解代碼機構（TSP）業者提供代碼化服務，但交易清算一定要在境內，以掌握境內所有的交易，不僅交易資料不會國內看不到，也能避免逃漏稅。

他指出，為提供消費者多元選擇，金管會應要求國際行動支付業者與國內非信用卡的支付方式(如金融卡、電子票證、第三方支付等)業者合作，以國際、國內服務業者皆能上線為目標，讓國內業者得以利用其行動裝置作為載具，併請金管會配合鬆綁相關法令。

他表示，為協助國內TSP業者發展，辦貸款要多久請金管會協調國際行動支付業者及信用卡國際組織，儘速與國內TSP業者洽商合作事宜，進行代碼(Token)相關技術、系統介接及認證等事項。

張善政強調，開放國際行動支付，除了儘快引進國外服務給民眾使用，也兼顧國內TSP的產業發展及民眾使用權益。1050511
